Establish a County Empowerment Fund within 180 days to provide soft loans for young entrepreneurs, local businesses, and SACCOs.

After assumption of office, the County Government will establish a County Empowerment Fund for young entrepreneurs, the local business people and SACCOs to access soft loans.
