The Ministry report further notes three additional institutions that commenced in 2024; Webuye East, Kitui East, and Molo/Elburgon as ongoing. Taken together, these sources account for 15 institutions under construction and two stalled, leaving approximately 35 of the original 52 still unaccounted for in the available documentation, with no clear confirmation that construction has begun. Because the promise required all 52 institutions to be fully equipped within two years, the available evidence does not support a finding of completion.
